November 2007 From my experience, this "devaluing" of over optimized sites has been fairly limited to sites where inbound links were from sites that sold links. The sites that had a good variety of link sources, both paid and natural, were not devalued as much. This was evident both in SERPs and in the TBPR update.
Could that same description hold true for the clients you managed? I think the key to any successful campaign is to have balance. Yes the site needs some basic things done to help it index well, but in the end, a valuable site will be supported by those that place that value upon it. Reply

November 2007 "Probably not, but I think the world of Internet Marketing could use a Google conspiracy theory" Well that line bought a smile to my face on a Friday afternoon! Another one that did was "is a site-wide process of de-optimization." Does that mean letting your web developer go back to the way they want things? Where everything is pretty and clean, not SEO friendly?
