In a newly published data from Compete, it shows 70% of the Google search queries were done by only 20% of the users. It slightly differs from the 20-80 rule.

The ratio is even higher at MSN and Yahoo.

My question is: "are there any differences between these top searchers and the rest in terms of contextual advertising?"

I believe the ads may not appeal to these top searchers, or in another sentence, the CTR from these top searchers would be lower than the rest of users. Probably it is another reason for not using impressions as a performance indicator.

I think you can probably find the 80/20 rule in most places (don't know about 70/20 doesn't equal 100 :) ), and certainly online, but I have found you can apply that rule to just about everything.
