Back in July, Matt Cutts made the announcement at the Wordpress Wordcamp that underscores are now treated as spaces in Google.

Blogs, webmaster communities, and SEO professionals rejoiced – but why does it seem Google DOES NOT treat underscores and hyphens the same.

You are correct, Matt stated that they are looking at them http://www.mattcutts.com/blog/whitehat-seo-tips-for-bloggers/ but not that they are equal.

I am not 100% sure why google treats them differently.  However for usability reasons, even if they are equal, use the dash instead.  An underscore can not be seen when it is included in a link.
