I'm not sure if it will lead to an improvement in people's behaviour. Perhaps people will just be more well behaved in their online world than their offline world - or just create aliases that can't be tracked back to them (in regards to the articles point about teachers being overtly sexual online or something).

I think it already has.  Social media will force individuals to be more responsible with their 'digital shadow' (which is the amount of digital information about you that exists online).  On the flip-side, social media is just another tool that is allowing consumers to have conversations.  This has been growing in influence since since the first email and text message was posted on an alt-news network.
