October 2007 Because Google is known for being "clean". They have a slick interface. Remember when Yahoo was the place to go if you wanted to find something? Then after awhile Yahoo was a little junky. They had too much stuff cluttered everywhere, while Google was brand spanking new with this shiny and clean home page.
Besides, they are all about targeting. How would they target the ads based on what you are searching for if you haven't searched yet? I guess maybe once they are officially the rulers of the world they will know what you are going to look for before you do based on your patterns, the time of day, your location, the precipitation levels, etc. But until then, I am enjoying the clutter free home page.
